Bolton Hill, a brick lined, designated historic neighborhood north of the city's Inner Harbor, was historically home to Baltimore's elite. The original construction quality in Bolton Hill is striking. Bolton Hill offers high 12'+ ceilings on wide lots (up to 16'), whereas Inner Harbor dwellings typically have 8' ceilings on lots as narrow as 10' wide.

Despite their smaller size, home prices in Inner Harbor neighborhoods climbed upwards of $500 per square foot. Tight margins and minimal budget flexibility limited many renovations to increasingly superficial upgrades. Continued investment in over-valued, low-margin properties was not sustainable.
By contrast, property in Bolton Hill peaked around $200 per square foot. On the north side of the neighborhood prices were even more depressed, despite the recent replacement of public housing by Spicer's Run development. This marked a tipping
point for northern Bolton Hill. With direct access to I-83, Metro, Light Rail and Penn Station, as wells as many of the city's cultural amenities and educational institutions, the area was ripe for revival.
